Why does starting RepCheck on WinServer2003EE gives Run-time error 429?

I installed RepCheck on one Windows Server 2003 Ent. Ed. but everytime I start RepCheck, it generates 'Run-time error 429'.  The same software has been installed on other servers w/ same OS successfully.  Would appreciate assistance on this situation.
