Purchanse order Deliver-to location

 How can you prevent a PO from having lines with multiple deliver-to locations?

Requisitons created in different orgs, req-import grouped by requisition, however PO groups these requisitons on to a single release. The multiple deliver-to's / ship-to's on PO documents confuse suppliers. Would like each deliver-to to create a seperate release so the Ship-to displays the correct address.
