How to start EM Grid Control App Server

The system rebooted this weekend.  This morning the EM shows App Server service "Down".  When I select the "Startup" in EM I get the error message:

 An error occurred while starting "HTTP_Server".
Oracle Management Service is running on this target. This target cannot be controlled from the Enterprise Manager Application

The opmnctl status shows:
