User Management 'Security Wizards' button is disable

    Dear Experts ,

             My client upgrade EBS from R11i to R12.1  . 

             Login to user management responsibility by [SYSADMIN] account , and  is trying to use "Security Wizards" to assign Legal Entities to the Cash Management responsibility . However  , "Security Wizards" button is disable .

             Does anyone know if any step is missing when upgrading  ?
