Unable to install SCOM Agent on Win 2003 x32 R2 SE

 Hello!

I've downloaded SCOM Connector bundle 1.0.5.0.0 from oracle.com. I'm trying to install SCOM Agent following the instruction (Part Number E14736-02) on Windows 2003 x32 R2 SE, but it fails with this error:

The installer encountered an error while trying to modify permissions on a file: C:\iWaveSoftware\SCOMConnectorAgent\SCOMAgent.cfg

I tried to modify permissions manually but it didn't take any effect.

What can be the problem?
