R03B5001 (AR Statements) runs in continuous loop upon FIRST run only after upgrade from 8.10 to 9.0

 I had opened an SR on this issue, and have not heard back in over a month.  So I'm posting a discussion here, in hopes that either someone else has a solution/explanation for this issue or that I might be able to help someone with a workaround.

"We are upgrading from 8.10 to 9.0. After each data only upgrade, when the statements program R03B500X is first run, the R03B5005 stays in processing and kicks off thousands of instances of R03B5001.

We have already ensured that the summarization processing options are set properly (to match), and that the queue the R03B500X is running in is multi-threaded (4 threads)"
