When running R4982 Batch Shipment Approval the status does not advance on the shipment or sales orde

When running R4982 Batch Shipment Approval the status does not advance on the shipment or sales order.  The sales order status should advance following the order activity rules and the shipment status should advance but neither is happening. 

Has there been a change made to this in 9.0 as it is working in 8.10?
