Over Shipment Tolerance Percentage

I am working at a site where based on business requirements there are a lot of examples where large amounts are over ship confirmed.

Based on this the requirement is that no OM: Over Shipment Tolerance amount is set.

My understanding is that this is a required profile option and that the default would be 0 and therefore if no percentage is set that no over shipment will be allowed.

Could someone please confirm that this is the case and advise whether these any way to enforce no tolerance percentage.
