PA - System option for Default Reporting Organizaiton

 We defined a new organization for Project in HR and attached to top Business Organziation which Administration,  Project System Implementation Defaulat reporting tab , it did show up in List of values, as well in Expnd/costing Tab, however the start organization LOV is not displaying other organizations are we missing any step?
