Missing Expenditure Type Class

I have threee transactions on two different Expenditure Batches that used an Expenditure Type Class of "Timecards". The transactions will not process because Timecards is not tied to the Expenditure Type ("Field-Labor") . I have attempted to add Timecards to the list of valid Expenditure Type Classes for Field-Labor; however, Timecards does not exist in the list of values. I cannot find where to add Timecards. I feel like I am missing something.
