10.2.0.4 View Issue Cascaded into System Wide Block

I am wondering if anyone has come across anything like this or may have a solution. Regrettably, it warranted rebooting the machine and we have been less than interested in reproducing the problem.
This is a 10.2.0.4 database on 64-bit Windows

We had a view that failed to recompile when such was attempted. There was no way to easily stop the attempt, so the session was killed and the kill seemed to take. The killed session, however, remained connected and simply marked as killed. Throughout the day, it had no impact on any subsequent activity on the database. It also refused to go away.
