10.2.0.4 Archive Transmission to Data Guard Suspends Network Activity

I have a 10.2.0.4 production database running on 64-bit Windows.
Until a week ago, it was chugging along nicely. It was set up in a standard configuration with a physical standby database. Last week there was an issue with the system and during that time the standby stopped applying. One of the issues we were seeing while investigating was that the communication to the standby database was taking an exorbitant length of time to transmit the archive logs for application. We were uncertain that this was the cause of the network "hiccups" and go t things cleaned up.
Over the course of the next two days, I rebuilt the data guard machine. When I turned it back on, the production machine immediately transmitted all of the interim archive logs to the data guard box. The moment the transmission caught up to real time the issue resurfaced.
