11i Upfront tax at the asset level

How in OLM 11i can I have one contract with multiple assets each with a different installed at address and I can generate upfront tax for one asset while no upfront tax for another asset. 

From my testing I am not able to do this, it seems to be applying upfront tax all assets. For the asset I do not want upfront tax OLM the asset level t&c upfront tax is blank but that seems to be overridden by the header t&c? The contract level t&c is set to process upfront tax and this is enforced by the QA. Thanks
