Copy Bank Tape File to Tape not creating flat file

 When creating a electronic payment run,  the Copy Bank Tape File to Tape is giving me a message that the file was created successfully, but there is no flat file created in the file path given.  Is there any change in 9.0 for the file path format or processing options?
