occas and work manager error

All, I don't understand work managers enough to get me past an error I'm getting. The error is shown below:

2010-07-20 11:38:41,559 [[ACTIVE] ExecuteThread: '13' for queue: 'weblogic.kernel.Default (self-tuning)'] FATAL com.vendor.dialogic.javax.media.mscontrol.sip.DlgcSipB2BUA  - Work Manager Load Failure!! : javax.naming.NameNotFoundException: remaining name: env/wm/default

This error occurs when I use a custom app router along with 4 deployed applications. When I switch to a unit test application (i.e. no custom app router and only the unit test application deployed), I don't get the work manager error when establishing the same connection to the dialogic media server. From what I can tell, the list of work managers in OCCAS do not change between the 2 different deployments.
