Min-Max Planning

I am trying to find out how Min-Max Planning calculation for Supply quantity determines what requisitions or PO's to include. I found in the Oracle Manual for 11i that it uses 'Open' PO's and requsitions. However, it doesn't say whether it considers the Approval status. So does it include all 'Open' Control status documents or only 'Approved' status documents? Thanks.
