Order Holds

All,   I'm new to OM and was looking for information on functionality of Order Holds.  Specifically our users want the ability to have an order go on hold if the order source is = to a given value and the ordered item is = to a given value.  for example, if the order source = 'Web' and the Order Item = 'ABC' place the order on hold so that it can be reviewed.  Is anything like this possible?  Where is a good resource for understanding the capabilities of order holds? I have reviewed the OM Implementation manual for R12.1.2 but
