Error on execution of Portal 3.0.9 iAS 1.0.2.2.2 Diagnostics Report

Trying to run this report under AOL, Advanced tab, TechStack_tests.
I have the correct context file, APPS PW, user name for sysadmin and PW. 

This is the error.
