Oracle User Responsibilities and Profile Options, Initial Population - Can it be Uploaded

 We are ready to go-live on the R12 application from 11i.  We have all the Users and the new responsibilites created and have a file with the responsibilities that will be assinged to each user. 

Is there any way to load this data into Oracle so it does not have to be manually entered? 

Can the Profile Options for the Responsibilites also be uploaded or do they need to be manually set
