Eligibility of products added by promotion web service

I have a requirement to check the product eligibility of products and promotions that are added to quotes with web services. If a product promotion or a product in a bundled promotion breaks an eligibility rule then I want to prevent it being added to a quote.

 

When I test the 8.1.1 SIA vanilla application, the eligibility status value is incorrectly set to ‘Y’ for all new quote line items that are added after running the ApplyPromotion web service. The EligibilityMode is set to 1 in the input request. Also the status of all existing quote line items is also incorrectly set to ‘Y’ after the web service is run.
