Where do I assign the CONFIGURE TARGET privilege?

I've been trying to configure an 8.1.7.4 database in Grid Control 10.2.0.5.

When I press the "Configure" button on the database's home page, I get a page that says "You must have CONFIGURE TARGET privilege to perform this operation." I've configured about 50 databases and never had this message before.

1) Where do I assign the CONFIGURE TARGET privilege?

2) What would cause it to suddenly pop up?
