Monitoring Conc Job? How?

 How can I write a sql_code and/or Oracle Alert to send an monitoring email when a concurrent job is not scheduled?

Say we have a job name 'XXAS SOX Batch Job' and for some reason the Job is neither scheduled, or pending, or error, or not-running, just not scheduled...How can we email when such a job is NOT scheduled?
