Materialized View on a Prebuilt Table

Question on a Materialized view that is on a Prebuilt table. When you are refreshing the Materialized view is the data that is in the Prebuilt table available for query
until the refresh completes.  I would know that as the refresh is finishing and the table is being populated it would not be available but in the event that the refresh takes a while, would the data be available in this situation where it is on a prebuilt table.
