MaxCommToolbars issue in 8.1?

I know this is an issue in 8.0. I just need to confir if any one has seen this issue in 8.1?

It appears that there is a bug in Siebel which renders the parameter MaxCommToolbars ineffective in multi-server environments (Defect 12-12-1PLG9JF). This has been highlighted during our ongoing UAT for the CTI project we are executing for one of the telco customer. The system allows the same agent to have multiple active communication toolbar when he/she logs in simultaneously.

As per the CR#12-1PLG9JF with FRs# 12-1PMWML3 and 12-1PVLOVN  are in open active state. The requested target for these fixes as per the
