Remark Change Timeout field in OSM 631

 OSM 631 has a Remark Change Timeout field which describes the timelength for which a remark can be modified before it becomes read only.

The installation guide specifies the minimum value as -1 where as the oms-config-defauts.xml specifies it as 1.

I want to know which one is valid and if it is -1, does that mean the the remarks never become read-only?
