How to automatically incorporate attachments at Item release.

 The Agile SDK 9.3 Developer guide states:

"When the revision for an item is released, the revision is also incorporated. The attachments for an incorporated item are locked and cannot be checked out. " This inplies that any attachements on objects are automatically locked when the item they are attached to is released. Is there a setting in the admin somewhere that controls this or am I miss interpreting the statement? We just upgraded to 9.3.0.1 and the attachments are not locked after release. Thank You
