EM agent unreachable

 Hi, I have a 11.2 2-node RAC.
If I run dbconsole on node-1 only, I got agent unreachable status on EM because em agent is not running on node-2.
If I go to the node-2 and start the dbconsole on node-2, I still got agent unreachable on EM because agent status on node-2 shows
Collection status : Disabled by Updoald Manager.

How to resolve this?
