SSBEN: Distributions that are Pending Approval may not be changed

 Hi,
We're getting the error "Distributions that are Pending Approval may not be changed", when trying to enroll for an compensation. We want to disable this error and wants to enable the user as many times as he wishes to enroll for this benefit pla.
