Create a shared library for OAS 10.1.2.3.0

I am trying to create a shared library through Oracle Enterprise Manager 10g.  The OAS version I am currently on is 10.1.2.3.0.  I tried to complete the following instructions but it was written for OAS 10.1.3 and there are significant differences:

I was wondering if there was a guide to accomplish creating a Shared Library or something equivalent for OAS 10.1.2.3.0.
