Item Revision mismatch between BPA and Releases

Hi:
We have an item X that is under Revision Control, The latest unimplemented Revision at Item Master level is B while at organization level is A and implemented.
We created a BPA for item X with Revision B, and set the following Profile options
MRP: Purcasing by Revision to NO
INV: Purchasin by revision to NO
When we release item X from ASCP workbench, it generated an approved requisition with null revision but failed to create release against the BPA, and it will not allow autocreate against the BPA either because of the Revision mismatch.
Any suggestions how to handle unimplemented item revision on a BPA and be able to create release against the BPA from Workbench.
