Is Oracle Payables Required for Implementing Oracle Project Costing?

We have a operating unit that is currently in Oracle GL and FA only.  The subledgers are still in external systems.  We would like to implement Oracle project to keep capital costs.  Is Oracle Payables Required for Implementing Oracle Project Costing?
