R12.1.1 Does Rebuild Work Order Completion Update Inventory Average Cost?

Why is Average cost not getting updated when a rebuild item is returned to Inventory from EAM Work Order? We were placing a rebuildable item back into stock and average cost for the item was not updated. This is a new install and this has not worked for us. This seems to be a problem with rebuild only.
Steps to reproduce:
Spawn rebuild work order from parent. Add inventory and labor to rebuild order, complete to expense sub-inventory and then transfer item to asset subinventory. Item costs are not updated.

Customer expects Item average cost to be updated to incorporate Work Order cost.
