Using "Ship with Group" functionality

I’m having a little challenge using the “ship with group” constraint on the order release. Does anyone know if there is a property (or another setting) that can allow orders with different “ship with group” values to bundle together? I have a client requirement where order “groups” must ship together but allow additional orders to consolidate if there’s room on the truck.
