Where to run the PRM in OCSG 4.1

hi,

I had a OCSG cluster (1 admin server, 2 AT and 2 NT)
Had install wlng_prm in this WLNG_NT cluster
We are developing a customer service website that will integrate with this module
I'm accessing the link  http://<nt1.ip>/prm_op/services/OpService
i can create the service provider group, application group, service provider etc using this url.  However when i shutdown nt2 instance, the creation will fail with authentication fail.

Can anyone advise where should this PRM be install. Is this a bug? tks
