ORA-1031 on sign in

 Hi all -

I am on a Windows 2003 server with an Oracle 9.2.0.8 database. I am in the ORA_DBA group, but when I enter

C:\> sqlplus / as sysdba

I get

ERROR:

ORA-01031: insufficient privileges

This is a production server so there is little that I can do, but I need to create a new user. The old DBA has left the company and I don't know how he was accessing this one.
