Budget Start Date earlier than Project Start Date

 We are converting projects from 11i to R12.  It is re-implementation.  Users have created budget with date ranges.  The start date of the budget is before the project start date.  These records exists in 11i Projects.  However while converting these budgets using budget APIs, the budget lines are getting rejected because the start date is before Project Start date.

However if we create the same scenario manually in R12 the system is allowing and the record can be saved.  The budget API is behaviour contradictory to the front end manual creation of projects and budgets.

Is this the intended functionality of budget API or is there any work around for this.
