CM13 - Letter Template Glitch

 During startup of CM13, we have found that we are unable to customize letter templates.  We are using XP Pro service pack 3.  This is a known issue.  Oracle Doc ID 983555.1  Our IT have applied the patch.  It fixes the error message.  It no longer appears complaining about cannot start mswrd632.wpc converter, however, the resultant text when Word 2003 launches is still machine code and not readable English.  Comments ??
