Calculation of freight based on Shipped quantity instead of ordered quantity

a) Has any one been able to implement the calculation of freight based on Shipped quantity instead of Ordered Quantity? If so what is best way to accomplish this. We have a requirement to have the freight calculated based on the shipped quantity instead of the Ordered quantity. Our ordered quantity is almost always an estimated quantity. b) Has the R12 functionality changed to chooses which quantity to use to calculate freight?

I would really appreciate any feedback.
