task details non updatable flags

Hi there

Im setting up pa project costing  for a new operating unit, I m trying to enter tasks details  but CHARGEABLE_FLAG and BILLABLE_FLAG are not updatable. i ve entered pa setup including pa project types and it looks like are other operating units that are working ok.  is there any pa profile that i`d ve missed? Any comments are welcome!!
