Invoice Only Orders in r12 create Install Base instances

Hello,

Strange one here - it is expected that an Invoice Only Order does not ship anything and therefore should not create an item instance in the Installed Base. However, after we've upgraded from 11.5.8 to 12.1.2 despite having NO changes to the Order Type with regards to the Workflow, Transaction Type Invoice Only orders (with no Shipping Activity or Install Base Interface Activity) are creating Installed Base records.

Has anyone else seen this? Have any idea why this is? 

What could be triggering the creation of the IB record?

There is a Fulfill Activity in the line workflow, but that was there in 11.5.8 also, yet no IB records were created.
