P6 v7 IE 8 Windows 7 issue

 Everytime I open Internet Explorer 8 I get the dialog box "Please wait while windows configures Primavera P6 v7.0."   This also happens when I'm in CM 13.0 and trying to open files.  Has anyone run accross this problem?  Does anyone know what is causing this to happen?
