Slow redo behaviour

Database 11.2.0.1, on Microsoft 64. slow redo behaviour and everything seems to be set up ok.

there does seem to be a delay between the “unable to allocate log” error and the actual archived time  when log occurs, as well as the obvious redo wait time shown in statspack and foglight.

What could be the reason?What should I investigate to resolve this issue?
