Customize Ship Confirm Process

We are having a problem with users ship confirming deliveries without entering the shipped quantity.

The default action on our ship confirm rule is to "Ship Entered Quantity" and the unspecified quantities is set to "Backorder".

This is because many of our shipments are bulk and occasionally will not match our Picked (allocated) quantity. We are playing with the idea of changing the unspecified quantities to "STAGE" so that when this happens, the line will still be allocated. That doesn't work very well when the line is intentionally under shipped.

Is there a way to warn the user that the quantities have not been entered? I was wondering if we could create a new action, say "Custom Ship Confirm", that the users could execute instead of the normal ship confirm of a delivery that would allow us to validate the shipped quantity. Users would still need the ability to back order all from the ship confirm process.
