Selecting Ledger and Operating Unit

we trying to setup a new company in an instance with Vision Database.

Under Tax Recovery Rates, when adding the Tax Accounts, we are only able to select the Vision Operations (USA) Ledger.  This also occurs in all other areas of setup where we must select either the Ledger or the Operating Unit ( Vision Operations (USA) Ledger or Vision Operations Operating Unit).

The strange thing is there are many other values available in te Vision Database (not counting the ones we created).

We removed the profile option value GL: Data Access Set from the site level that had Vision Operations (USA) as its value.
