Em Key error when trying to recreate em repository

Hi all!
I an encountering an issue where, even after dropping the sysman and dbsnmp users, I'm not able to recreate the em repository. The error is SEVERE: error copying EM Key to Management Repository. The EM KEy is not configured properly or is corrupted in the file system and does not exist in the management repository.
I tried to do the steps that follow that message but I can't find the em key anywhere. Can anyone help out?

Configuration of server:
2008 Server Standard
11.0.1.0.7
