Content rules doesn't trigger when copied from a Template

I've created a standard template for a project which has some gates and Tasks and whenever we need to create a new Project, we would copy it from this template. There are some Rules on the content which would let the next process kickoff upon te prior ones completion. All of these tasks and Gates use the Default Gates/Task workflow. When the first process is complete, it doesn't start the second process automatically, and when force it manually in the workflow of the second, it throws an error "Not all dependencies in the Relationships.Deliverables table have reached the trigger status".
