Product approval stuck in "Pending Approval" status

New installation of Lease Management installed and patched to 12.1.2. When approving a product the workflow errors with the following:

Error stack:
OKL_SETUPPRODUCTS_PVT.set_additionalparameters(OKLLPPAP, oracle.apps.okl.llap.productapprovalprocess5, 209596, RUN)
Wf_Engine_Util.Function_Call(OKL_SETUPPRODUCTS_PVT.set_additionalparameters, OKLLPPAP, oracle.apps.okl.llap.productapprovalprocess5, 209596, RUN)


Transaction type looks fine in AME but the still unable to get the product to approve. Any help would be greatly appreciated we have a CRP starting on Monday and I need to get the products approved.
