Patch 9571878: Alert Applications R12.0 for null - ALERT EVENT Trigger erros when responsibility ID

After applying this patch you must save the event driven alerts in the application, in order for them to use the code in the patch, just applying the patch will not resolve the issue.  All that you need to do is make a trivial (non-functional) change to the alert and save it.  The underlying trigger code will be updated.
