Pass Release Audit Function /Exit -Entry Required Fields

I'm trying to set a rule on a Project when a Task "x" is complete, then Gate "Y" should be in review and the exit required fields on Task "x" complete status is Estimated time(an attribte on Page Two). When Task "x' is complete without entering any value in Estimated time attribute, it still moves the gate to REview. How can I make this mandatory to go to next status? The "Pass Release Audit" button is greyed out for Tasks and Gates. Can someoen please advice on how to accomplish this? Is Pass Release Audit intended only for Changes?
