nls_database_parameters - which ones are instance specific, which ones session?

 Which of the NLS_DATABASE_PARAMETERS are specific to the instance and which ones can be altered for the session?
I came across it since the NLS_CHARACTERSET obviously cannot be altered for the session.
Can it be altered a posteriori to the instance?

And is there a way to tell them from each other with one (select) command?
